Jack Doe had been successful in his career, and now he felt ready to move into the global scene. He was invited to head up the new UN Indicators Programme in Nairobi. For Jack, this was the chance of a lifetime. However CSIRO would not release him, so he resigned his permanent job.

He expected to be terribly lonely in Kenya without his family, but he had met a woman called Njoki in Nairobi the previous year, at a bar called Buffalo Bills, so he hoped Njoki and her friends might help keep him company. And - he had fallen in love with the splendid countryside, its wonderful animals and diverse peoples.

However, when he arrived in Nairobi, nothing was as he had thought. He only had one junior assistant and a secretary, with insufficient funding to cover even his own salary. The equipment was antiquated and communications were poor. His predecessor had resigned after only a month, saying the job was impossible. Njoki did not own a dress shop as she had told him. She was “Nairobi’s biggest prostitute”, and she would be very dangerous company indeed.

In Geneva, he found that most of the donor countries had no enthusiasm for his programme, and they would not fund it. However, the African countries appeared to be extremely interested. His mentor Steve from the World Bank told him that it was possible, he just needed to show the donors that UN-Cities was capable of doing the job worldwide. 

And maybe he could “manage” Njoki somehow ...
